The 607 area code is south-central New York — Binghamton, Ithaca, Elmira, Corning, Cortland, Norwich, and Oneonta, with Hornell at its western edge and Cooperstown at its northeastern one. In service since January 1, 1954, it carries no overlay, has never given territory to a newer code, and connects every local call at ten digits.

An unfamiliar 607 on a call screen is usually a Southern Tier business, campus, or medical office doing ordinary work — but the three digits only show where a number came from, never who is dialing it today.

Which corner of New York dials 607?

Trace it along the Pennsylvania line: Hornell, Canisteo, and Addison in the west, then Corning and Elmira, Waverly near the Chemung–Susquehanna confluence, Owego on the Susquehanna, Binghamton with Endicott, Windsor, and its river towns, and Deposit and Hancock where the Delaware River gathers. Every community in this paragraph draws its numbers from 607 in NANPA’s utilized-prefix listings.

North of that line the code climbs through the southern Finger Lakes — Watkins Glen, Ithaca, Trumansburg, and Dundee, with Lodi, Ovid, and Interlaken between the lakes — then Dryden, Groton, and Cortland. The eastern half runs up the Chenango through Norwich, Oxford, and Greene, takes Sidney, Unadilla, Oneonta, Cooperstown, and Cherry Valley in the hills, and finishes on the Catskills’ western slopes at Delhi, Walton, Stamford, and Roscoe. All of it keeps Eastern time.

Two county lines carry a catch. Steuben County splits its phone book — Corning, Bath, and Hornell dial 607 while Wayland, in the county’s northwest, takes its numbers from Rochester’s 585 — and 607’s far-western fringe reaches Allegany County at five rate centers: Alfred, Almond, Andover, Whitesville, and Canaseraga. That county spreads across three codes, sharing its directory with 585 and Buffalo’s 716.

1954: a code without a paper trail

New York’s numbering map opened with five codes on January 1, 1947 — 212, 315, 518, 716, and 914 — and added 516 for Long Island in 1951. The seventh arrival was 607: NANPA’s database dates it to January 1, 1954, covering the country between 315’s Syracuse-and-Utica territory and the Pennsylvania line.

What the database does not record is a parent. For nearly every younger New York code the file records a parent — 585 lists 716, and 718, cut from 212 in 1984, still lists it — but 607’s parent field sits empty, because the mid-century rearrangement that created it predates NANPA’s planning-letter system by roughly four decades. The paper trail for how the Southern Tier got its own code stops before the modern records begin.

Nothing since 1954 has redrawn it. No later New York code names 607 as its parent, no overlay shares its ground, and of the state’s twenty-three working area codes only three — 914, 585, and 607 — stand outside every overlay complex. The other two carry asterisks: 914 has twice been a donor, and 585 was itself born of a split. 607 alone has neither ceded territory nor taken on a partner in seventy-two years of service.

Two planning letters, both about 988

NANPA’s ledger of planning letters for 607 holds exactly two entries, PL-544 and PL-556, and both exist because of a hotline. On July 16, 2020, the FCC adopted Order 20-100 designating 988 as the national suicide-and-crisis dialing code — a direct conflict in any area code that still allowed seven-digit local calls while using 988 as a working prefix. 607 was such a code.

PL-556, issued January 8, 2021 over the older PL-544, counted 82 area codes in that position, and New York supplied five: 516, 607, 716, 845, and 914. The rollout was national: dialing went permissive on April 24, 2021 and mandatory on October 24, carrier cutovers wrapped by July 15, 2022, and 988 itself began answering calls on July 16, 2022.

NANPA’s dialing entry for 607 reads ten digits on local and toll calls within the code, 1 plus ten digits to any other area code, and 1 plus ten accepted on local calls at each provider’s discretion. That conversion is the only change federal-era paperwork has ever imposed here — the 1954 map came through untouched.

From 2036 to 2048 without a single scare

The 2026-1 exhaust analysis — NANPA’s April 2026 edition, based on NRUF and code data as of March 1 — stretches 607’s prefix supply into the third quarter of 2048, seven quarters beyond the October 2025 forecast, with the administrator’s footnote crediting demand that keeps coming in under both its history and its projections.

The direction has not wavered in three years. Every semiannual study since late 2023 has pushed the date further out — third-quarter 2036, then early 2037, late 2037, early 2040, fourth-quarter 2046, and now third-quarter 2048 — with the October 2025 revision alone adding twenty-seven quarters. The July 6, 2026 update to the current study changed four Texas entries and nothing in New York.

Both warning columns in NANPA’s database — jeopardy and relief planning — read No for 607 as of mid-August 2026. Answer rates between Elmira and Oneonta

The commercial value of the digits is recognition. When did the 607 area code enter service?

January 1, 1954, per NANPA’s database — the seventh area code New York received. The record lists no parent code: the rearrangement that created 607 predates the planning-letter era, so no modern document describes the handover. Nothing has been split from it or overlaid on it since, and its only planning letters — PL-544 and PL-556 — concern the 2021 dialing change rather than any boundary.

Why do 607 calls need all ten digits?

Because 988 doubles as a working 607 prefix, seven-digit dialing had to end before the crisis line could launch. Is the 607 area code close to running out of numbers?

No — NANPA’s April 2026 analysis projects exhaust in the third quarter of 2048, and every study since late 2023 has moved the date further away, from 2036 to 2048 across five revisions. The July 6, 2026 correction touched only four Texas entries, and the database keeps both warning columns blank for 607 — no jeopardy, no relief planning.
