561 Area Code: Palm Beach County's Number

The 561 area code is Palm Beach County, Florida — West Palm Beach, Boca Raton, Boynton Beach, Delray Beach, Jupiter, Wellington, and out to Belle Glade on Lake Okeechobee. Since March 2023 the same county has also been served by the 728 overlay.

Few codes have lived through more of the numbering playbook. 561 was born in a split, lost half its territory to another, gave up seven-digit dialing because of a national crisis hotline, and now shares its county with an overlay. Every step left a mark on how Palm Beach County dials.

One county, one code

Since 2002, 561 has mapped to Palm Beach County almost exactly — the same one-county precision as Broward’s 954 next door. Cross the line south of Boca Raton and you are in 954/754 territory; everything from Boca north through Jupiter, and west through Wellington to the sugar towns on Lake Okeechobee, dials 561.

The county behind the code punches above its weight. NextEra Energy — parent of Florida Power & Light — runs from Juno Beach. Boca Raton is where IBM built the original IBM PC in 1981, back when the town still dialed under 305. And downtown West Palm Beach has spent the 2020s absorbing Northeastern finance firms so steadily the press calls it “Wall Street South.” To a business audience, 561 reads as money — which cuts both ways, as the screening section below shows.

A split from a split: 1988 and 1996

Palm Beach County’s numbers trace back to 305, the code that covered the entire state of Florida in 1947. In 1988, 305 shed Orlando and the east coast above Broward County to the new 407 — a code remembered now as Central Florida’s, but which originally ran down the Atlantic coast to the Broward line. Miami’s 786 story picks up what happened to 305 itself.

On May 13, 1996, the coastal stretch got its own code: 561 entered service covering Palm Beach County and the Treasure Coast — Stuart, Fort Pierce, Port St. Lucie, Vero Beach. Orlando kept 407. For six years, one area code ran from Boca Raton up past Vero Beach.

2002: the Treasure Coast becomes 772

Growth split it again. The Florida Public Service Commission ordered a two-way geographic split in October 2000 (Docket 990456-TL), and at 12:01 a.m. on February 11, 2002, area code 772 took the northern half — Martin, St. Lucie, and Indian River counties plus part of southern Brevard, per NANPA planning letter PL-311. Either code worked for the transition period, until permissive dialing ended on November 11, 2002.

What 561 kept was Palm Beach County — the footprint it holds today. And one detail in PL-311’s dialing plan is worth noticing: after the split, local calls inside 561 stayed at seven digits. Splits preserve short dialing; overlays end it. Palm Beach County would keep the seven-digit habit for two more decades, then lose it for a reason nobody predicted in 2002.

988 took the seven-digit dial

When the FCC made 988 the three-digit number for the national Suicide & Crisis Lifeline, any code that both permitted seven-digit dialing and kept 988 in service as a local prefix had a collision to resolve. NANPA’s transition list named 82 such codes nationwide, and 561 was one of only four in Florida.

The fix was mandatory ten-digit dialing, effective October 24, 2021. Palm Beach County lost seven-digit dialing not to growth, but to a hotline — two years before its overlay arrived.

728: the overlay with a waiting list

The growth came anyway. On January 4, 2022, the Florida PSC approved an all-services overlay (Docket 20210168-TP), announced by NANPA in planning letter PL-582: area code 728, in service March 10, 2023, covering exactly the 561 footprint.

PL-582 carries an unusual condition — 728 prefixes become available only when all assignable 561 prefixes are gone — so 728 numbers trickle out as the old pool empties rather than flooding in on day one. What a 561 on caller ID actually proves

Nothing, by itself. Palm Beach County’s demographics — retirees with savings, high-net-worth households from Palm Beach island to Boca Raton — make 561 one of the more profitable codes to impersonate, and caller ID spoofing makes the display trivially forgeable. Bank-fraud “security departments,” grandparent-emergency calls, and Medicare pitches all dress in local digits.

The defense does not change from county to county: treat inbound caller ID as unverified, give the caller nothing, and call the institution back on a number you found yourself. A genuine Palm Beach County bank, clinic, or club survives that callback every time.
