518 Area Code: Albany’s Map That Never Moved

The 518 area code covers eastern upstate New York — all or part of 17 counties, from Albany, Schenectady, and Troy in the Capital Region up through Saratoga Springs, Glens Falls, and the Adirondacks to Plattsburgh on Lake Champlain — with the 838 overlay serving the identical footprint since September 19, 2017.

It has held that shape since January 1, 1947. New York has spent the decades since redrawing its telephone map — splitting, overlaying, then splitting the splits — and through all of it, 518 is the corner of the state where the lines never moved.

Seventy years without a boundary change

New York entered the numbering plan with five codes, all recorded in service on January 1, 1947: 212, 315, 518, 716, and 914. NANPA’s numbering database tells what happened next as a series of subtractions. Manhattan’s 212 was split and overlaid until a single borough carried four codes. 914 gave Long Island its own 516 in 1951, then shed 845 in 2000. 716 gave up a slice of western New York to 585 in 2001 and took the 624 overlay in 2023.

The 518 entry reads differently: nothing was ever carved out of it. Its only descendant in the database is 838 — an overlay, covering the identical ground. It was also the last of the five originals to need relief of any kind, holding out until September 2017 — seventy years after the first maps were drawn, and six months after central New York’s 315 took the 680 overlay. Case 16-C-0297 ends the streak

The streak ended without drama. On September 15, 2016, the New York Public Service Commission adopted an all-services overlay as relief for 518 in Case 16-C-0297, and NANPA assigned 838 to the job the very next day. Planning Letter PL-497, issued October 15, 2016, published the schedule — and described the territory in bluntly north-country terms, naming “communities such as Plattsburgh, Saranac and Albany,” the state capital listed third.

The schedule held. Permissive ten-digit dialing opened March 18, 2017. Mandatory ten-digit dialing began August 19, 2017. And on September 19, 2017, 838 entered service, with new lines in the region eligible to draw from the fresh code. A test number that spells its own purpose — 838-990-8378, TEST — took carrier verification calls from June through October of that year.

Because the commission chose an overlay rather than a split, no existing number changed and nothing that was a local call stopped being one — the PSC’s consumer notice spelled both points out. The entire cost of keeping every number intact was three extra digits on local calls.

Ten digits early, numbers until 2064

Converting in 2017 spared the region a second scramble. When the FCC designated 988 as the three-digit crisis line, NANPA’s PL-556 (January 8, 2021) scheduled the conversion of 82 area codes that still dialed seven digits while carrying 988 as an active prefix — five of them New York’s: 516, 607, 716, 845, and 914. 518 appears nowhere on that list. It had crossed the bridge four years earlier, and 988 changed nothing here.

Supply is the quieter story. An area code’s lifespan is its inventory of NXX prefixes, and NANPA’s April 2026 NPA Exhaust Analysis carries the 518/838 pair into the second quarter of 2064 — a forecast that moved 32 quarters further out in a single cycle. The database adds nothing ominous: no jeopardy declaration, no relief docket. One overlay looks set to carry the region for two more generations.

Selling into the Capital Region on local digits

Albany gives 518 a customer base most upstate codes lack: the machinery of New York State government answers on these digits, along with the associations, firms, and contractors that orbit it. Beyond the capital, the footprint runs from the Troy–Schenectady corridor through Saratoga County to the Adirondack tourism counties — a large, varied market that reads one code as local.
